Following a family tragedy in 2008, we were introduced to the remarkable men and women of the Orange County Sheriff’s Office, including Charles Blackwood prior to him becoming sheriff.
With his bid for re-election, we want people to know the man we have come to respect and admire. He has integrity, compassion and commitment to the residents of Orange County. He’s a progressive visionary as demonstrated by his support for department improvements, his desire to improve outcomes for inmates re-entering the community and his support for vital initiatives like Crisis Intervention Team (CIT) training for deputies which protects the welfare of citizens in a mental health crisis and deputies responding to a call.
Last year, Sheriff Blackwood established a new database he named after the nonprofit organization my family created in memory of our son. The Josh’s Hope database provides a method for parents/caregivers of children and adults with cognitive or mental health disorders to voluntarily provide information which is stored and accessible by law enforcement when responding to a call. Details stored can help a deputy quickly de-escalate a situation, insuring safety for all.
I cannot imagine anyone more qualified for the job as Orange County Sheriff than Charles Blackwood and highly endorse his candidacy.

In the April 4 Herald-Sun John Hood, chairman of the John Locke Foundation, states in his column the importance of people in counties to not overlook what is probably the most important race in the upcoming election, that being election of their sheriff. This is surely true in Orange County as no elected official is more important than the one we entrust with the protection of our property and the safety of ourselves and our families.
When I was elected to the Orange County Board of Commissioners in 1982, I continued my friendship with many in the Sheriff's Office and met others, one of them a deputy there for just two years. This young man proved himself as an outstanding law enforcement officer to the extent that over the years, he rose through the ranks to major (second in command) under former Sheriff Lindy Pendergrass. Then upon the retirement of Pendergrass, Charles Blackwood was elected the 47th sheriff of Orange County in 2014.
The law enforcement leadership and protection that he has provided as sheriff, along with his 38 years of law enforcement experience has been a blessing to the people of Orange County. Please join me in voting for the re-election of Charles Blackwood for Orange County sheriff on May 8.

Blackwood for Sheriff: My law enforcement career has spanned 34 years, including positions as a local police officer, deputy sheriff, special agent with the FBI and recently retiring after 25 years with the U.S. Marshals Service. My career involves thousands of hours of in-service and specialized training, in addition to domestic and overseas assignments. I only highlight some of my career background and training to qualify my endorsement for Charles Blackwood for Sheriff of Orange County. I have worked with Sheriff Blackwood (then major) when I supervised the Marshals Service violent fugitive task force and the Sheriff’s Office was a participating member. I found it extremely rewarding and beneficial working alongside him. He offers legal, ethical and professional leadership that is greatly needed. Furthermore, Charles has the experience to understand and lead a complex organization like the Sheriff’s Office. He also possess the values, determination and demeanor to lead an organization of dedicated men and women as they serve the citizens in a courteous, compassionate, and professional manner.
Charles Blackwood clearly has a vision, a plan and a promise for the Sheriff’s Office and the citizens of Orange County. Each of us has worked alongside the sheriff on a daily basis and has firsthand knowledge of the power of inter-agency collaboration. Charles makes it a point to partner with our communities, schools and as many outreach programs as possible, and does so in a positive, professional and compassionate manner.
During his initial campaign, Charles vowed to modernize the Orange County Sheriff’s Office. Since his election, he has accomplished just that. The office has acquired much needed updated equipment, and Patrol, Detention, and Administration have all begun to receive additional training that enables them to perform their jobs as safely and effectively as possible.

Blackwood impressive: I am writing this letter to share my wholehearted support for the re-election of Sheriff Charles Blackwood. Although the list of his many achievements during this first term is truly impressive, from an exceptionally high clearance rate of reported crimes to modernizing the equipment and technology used for law enforcement; the thing about Sheriff Blackwood that has really resonated with me is his genuine concern for the citizens of Orange County.
You only need a few moments talking with him to understand his deep and enduring commitment to our community. Expertise and training in public safety and law enforcement are essential for the success of any sheriff, and Sheriff Blackwood certainly has a lengthy and remarkable list of credentials proving his qualifications in these areas. But in my opinion, it is his passion for building strong positive relationships between the Office of the Sheriff and our broad and diverse community that demonstrates his greatest strength.
Sheriff Blackwood knows that one of the key elements for fostering public safety is a trusting, collaborative bond with community, and he and his staff have worked tirelessly toward this goal. I have known Charles Blackwood personally for most of my life. The two of us are both lifelong residents of Orange County. We have also traveled similar paths in our careers.
During the 1980s and 1990s, I had the opportunity to work with him in a professional capacity. I was assigned to work the patrol division of the Chapel Hill Police Department. At that time, Charles supervised the patrol division of the Orange County Sheriff's Office. Through our professional interactions, it became apparent to me that Charles would advance to become a leader in the department.
Since that time, Charles has served in and successfully managed every division of the Orange County Sheriff's Office, ultimately achieving the invaluable position of major of operations in 2010. Charles would work as the second in command, alongside Sheriff Lindy Pendergrass, until his retirement in 2012.

“I’m a tool in the box, not the king.” That kind of sums up Charles Blackwood to me. Humble, well-grounded, open. That was his response to a WCHL forum question about working with others – the community and local, state, and federal agencies.
I like that attitude. He’ll set a standard that will inspire people within the sheriff’s office, community and beyond to be involved – things will happen.

Started in patrol in 1980, rose through the ranks to Lieutenant; promoted to Captain of Services in 2003 directly supervising the Courts, the Civil Process Division, and the Crisis Unit; retired in 2012 as Major of Operations having supervised all divisions and reporting directly to Sheriff Pendergrass.
I like that experience. Blackwood’s worked in and supervised every division in the sheriff’s office, that kind of knowledge and hands-on training is invaluable in decision making and necessary in maintaining credibility.
I’ve known Charles for more than 35 years. He is honest and trustworthy. He’s a lifelong citizen of Orange County, forever a civil servant. I’ve heard him speak of being sheriff for more than a decade. I’ve never doubted that when the time was right, that’s where he’d be because that’s where he belongs. And Orange County, that’s where you need him.
Sheriff Pendergrass thinks so too. So does Larry Faucette (Ret Cpt, OCSO) who ran in the May primary, all of the endorsers and supporters on blackwoodforsheriff.com, and the 4788 voters who filled in the space beside Charles Blackwood on the May 6 ballot.
I like that confidence. The confidence of so many. The confidence Charles had in his own life mission, not a one-term plan but a 32-year commitment.
I’ve heard some talk about this election being history-making, and it is. Sheriff Pendergrass will be completing the last in a run of 8 exemplary terms – that’s a feat that neither candidate will ever likely accomplish. Those shoes can’t be filled, by anybody. The absolute best the citizens of Orange County can do is vote the right person into the job – if you are committed to doing that then there is no other choice – Vote Blackwood for Sheriff.

As an attorney working within the judicial system daily, I am asking you to vote for Charles Blackwood for Sheriff on July 15, and I ask you to share this letter with your friends who will also be voting in the upcoming sheriff’s race. I encounter deputies on an almost daily basis, in the courtrooms in which we appear, when we file lawsuits, and when defending persons charged with criminal offenses. As an attorney for Orange and Chatham County Child Protective Services, I also encounter deputies when DSS is in need of assistance in various circumstances. We need the leadership and help that Charles Blackwood will provide as Sheriff. For example, It is not unusual that a social worker will need to remove a child from an unsafe home and the parents refuse to cooperate. Often these homes are violent and drugs are present. The social worker sometimes needs the back up of law enforcement, which is often provided by the Sheriff. Prior to Charles Blackwood leaving the department in 2012, Charles always coordinated the support we needed and made sure the assistance was provided as efficiently and safely as possible.
In addition to Charles’ proven ability to effectively manage and communicate with other deputies in order to provide necessary services to the community, Charles has always presented himself as professional and personable to people of all walks of life. He is friendly and outgoing to everyone; man, woman, lawyer, defendant, rich, poor, black, white, gay, straight, etc. Charles Blackwood has been the same professional, helpful, and kind individual in every encounter that I've ever witnessed.
Charles was also very accessible to all who needed him when he was Chief of Operations prior to his retirement. Despite being second in command, when he was at the Sheriff’s Department, Charles always responded to our needs in a timely and professional manner, even providing his cell phone number as an efficient and expedient way to reach him. I have also seen Charles called into court by the judge in many different circumstances to assist citizens or the court with various questions. Charles always responded promptly, and aided the court in finding a resolution to whatever issue was pending. Charles is a leader who’s knowledge about the operations of an effective Sheriff’s Department is unmatched. Charles will run an office with an open door, with transparency and with clear expectations of what it means to serve the citizens of Orange County as a Sheriff and Department.
I also support Charles Blackwood because he has said publicly that he will not use county resources to target, deport, or detain immigrants. I believe that. Charles has always done what he has said and has said what he will do--there are no surprises with him, and you can count on anything he says. Charles Blackwood can be trusted. He is a man of integrity who will demand equality, integrity, and accountability from all who work in his Office. This is such an important race, and there is certain to be a very low turnout.
We continue to be baffled by the Indy's endorsement of another candidate in the first primary given Charles Blackwood’s experience, integrity, and service to this community. As has been the case on occasion in the past, THE INDY GOT THIS ONE WRONG. Unfortunately, the inevitable low turnout will magnify the impact of the Indy’s endorsement in this election. Therefore, those of us who count on a professional, experienced, and responsive Sheriff’s Department are getting involved to encourage others to cast their votes for Charles Blackwood.
I know what is required of our Sheriff and his office. Most people (thankfully) don't have the relationship, knowledge and experience that we have with the Sheriff's office, and thus they vote for the candidate that the Indy or someone else (who also may not know) says they should vote for. Please help me reach the people who rely heavily on the Indy endorsements when they go into the voting booth, and let them know that many of us who have daily interaction with the Sheriff’s Department are urging them to VOTE FOR CHARLES BLACKWOOD, as he is the very best candidate for Orange County Sheriff.

In the April 4 Herald-Sun John Hood, chairman of the John Locke Foundation, states in his column the importance of people in counties to not overlook what is probably the most important race in the upcoming election, that being election of their sheriff. This is surely true in Orange County as no elected official is more important than the one we entrust with the protection of our property and the safety of ourselves and our families.
When I was elected to the Orange County Board of Commissioners in 1982, I continued my friendship with many in the Sheriff's Office and met others, one of them a deputy there for just two years. This young man proved himself as an outstanding law enforcement officer to the extent that over the years, he rose through the ranks to major (second in command) under former Sheriff Lindy Pendergrass. Then upon the retirement of Pendergrass, Charles Blackwood was elected the 47th sheriff of Orange County in 2014.

My career involves thousands of hours of in-service and specialized training, in addition to domestic and overseas assignments. Blackwood impressive: I am writing this letter to share my wholehearted support for the re-election of Sheriff Charles Blackwood. Although the list of his many achievements during this first term is truly impressive, from an exceptionally high clearance rate of reported crimes to modernizing the equipment and technology used for law enforcement; the thing about Sheriff Blackwood that has really resonated with me is his genuine concern for the citizens of Orange County.
You only need a few moments talking with him to understand his deep and enduring commitment to our community. Expertise and training in public safety and law enforcement are essential for the success of any sheriff, and Sheriff Blackwood certainly has a lengthy and remarkable list of credentials proving his qualifications in these areas. But in my opinion, it is his passion for building strong positive relationships between the Office of the Sheriff and our broad and diverse community that demonstrates his greatest strength.

I have known Charles Blackwood personally for most of my life. The two of us are both lifelong residents of Orange County. We have also traveled similar paths in our careers.
During the 1980s and 1990s, I had the opportunity to work with him in a professional capacity. I was assigned to work the patrol division of the Chapel Hill Police Department. At that time, Charles supervised the patrol division of the Orange County Sheriff's Office. Through our professional interactions, it became apparent to me that Charles would advance to become a leader in the department.
Since that time, Charles has served in and successfully managed every division of the Orange County Sheriff's Office, ultimately achieving the invaluable position of major of operations in 2010. Charles would work as the second in command, alongside Sheriff Lindy Pendergrass, until his retirement in 2012.

“I’m a tool in the box, not the king.” That kind of sums up Charles Blackwood to me. Humble, well-grounded, open. That was his response to a WCHL forum question about working with others – the community and local, state, and federal agencies.
I like that attitude. He’ll set a standard that will inspire people within the sheriff’s office, community and beyond to be involved – things will happen.
32 years of experience at the sheriff’s office. Started in patrol in 1980, rose through the ranks to Lieutenant; promoted to Captain of Services in 2003 directly supervising the Courts, the Civil Process Division, and the Crisis Unit; retired in 2012 as Major of Operations having supervised all divisions and reporting directly to Sheriff Pendergrass.
I like that experience. Blackwood’s worked in and supervised every division in the sheriff’s office, that kind of knowledge and hands-on training is invaluable in decision making and necessary in maintaining credibility.
I’ve known Charles for more than 35 years. He is honest and trustworthy. He’s a lifelong citizen of Orange County, forever a civil servant. I’ve heard him speak of being sheriff for more than a decade. I’ve never doubted that when the time was right, that’s where he’d be because that’s where he belongs. And Orange County, that’s where you need him.
Sheriff Pendergrass thinks so too. So does Larry Faucette (Ret Cpt, OCSO) who ran in the May primary, all of the endorsers and supporters on blackwoodforsheriff.com, and the 4788 voters who filled in the space beside Charles Blackwood on the May 6 ballot.
I like that confidence. The confidence of so many. The confidence Charles had in his own life mission, not a one-term plan but a 32-year commitment.
I’ve heard some talk about this election being history-making, and it is. Sheriff Pendergrass will be completing the last in a run of 8 exemplary terms – that’s a feat that neither candidate will ever likely accomplish. Those shoes can’t be filled, by anybody. As an attorney working within the judicial system daily, I am asking you to vote for Charles Blackwood for Sheriff on July 15, and I ask you to share this letter with your friends who will also be voting in the upcoming sheriff’s race. I encounter deputies on an almost daily basis, in the courtrooms in which we appear, when we file lawsuits, and when defending persons charged with criminal offenses. As an attorney for Orange and Chatham County Child Protective Services, I also encounter deputies when DSS is in need of assistance in various circumstances. We need the leadership and help that Charles Blackwood will provide as Sheriff. For example, It is not unusual that a social worker will need to remove a child from an unsafe home and the parents refuse to cooperate. Often these homes are violent and drugs are present. The social worker sometimes needs the back up of law enforcement, which is often provided by the Sheriff. Prior to Charles Blackwood leaving the department in 2012, Charles always coordinated the support we needed and made sure the assistance was provided as efficiently and safely as possible.
In addition to Charles’ proven ability to effectively manage and communicate with other deputies in order to provide necessary services to the community, Charles has always presented himself as professional and personable to people of all walks of life. He is friendly and outgoing to everyone; man, woman, lawyer, defendant, rich, poor, black, white, gay, straight, etc. Charles Blackwood has been the same professional, helpful, and kind individual in every encounter that I've ever witnessed.
Charles was also very accessible to all who needed him when he was Chief of Operations prior to his retirement. Despite being second in command, when he was at the Sheriff’s Department, Charles always responded to our needs in a timely and professional manner, even providing his cell phone number as an efficient and expedient way to reach him. I have also seen Charles called into court by the judge in many different circumstances to assist citizens or the court with various questions. Charles always responded promptly, and aided the court in finding a resolution to whatever issue was pending. Charles is a leader who’s knowledge about the operations of an effective Sheriff’s Department is unmatched. Charles will run an office with an open door, with transparency and with clear expectations of what it means to serve the citizens of Orange County as a Sheriff and Department.
I also support Charles Blackwood because he has said publicly that he will not use county resources to target, deport, or detain immigrants. I believe that. Charles has always done what he has said and has said what he will do--there are no surprises with him, and you can count on anything he says. Charles Blackwood can be trusted. He is a man of integrity who will demand equality, integrity, and accountability from all who work in his Office. This is such an important race, and there is certain to be a very low turnout.
We continue to be baffled by the Indy's endorsement of another candidate in the first primary given Charles Blackwood’s experience, integrity, and service to this community. As has been the case on occasion in the past, THE INDY GOT THIS ONE WRONG. Unfortunately, the inevitable low turnout will magnify the impact of the Indy’s endorsement in this election. Therefore, those of us who count on a professional, experienced, and responsive Sheriff’s Department are getting involved to encourage others to cast their votes for Charles Blackwood.
I know what is required of our Sheriff and his office. Most people (thankfully) don't have the relationship, knowledge and experience that we have with the Sheriff's office, and thus they vote for the candidate that the Indy or someone else (who also may not know) says they should vote for.
